Waits, 34, matched Hilton in a khaki green T-shirt and appeared to be loving the affectionate attention as he gave Paris a squeeze as they waited.
Paris spent the Thanksgiving day holiday with her parents and sister Nicky at their house in Beverly Hills.
The two sisters then spent Black Friday shopping for bargains at Barney's New York and Intermix.
The girls also stopped by the Mac store at the Grove Shopping Plaza.
Both Paris and Cy have been trying to turn their lives around after a recent arrest for cocaine possession earlier this year.
Paris, 29, has been spotted removing graffiti as part of her court-ordered work with the Hollywood Beautification Team.
She has also been making regular visits to the Union Rescue Mission - a shelter for the homeless and their families in Downtown Los Angeles.
Paris was sentenced to community service after she plead guilty to two misdemeanors - drug possession and obstructing an officer - but avoided jail time.
Instead, she is on probation for a year, must complete a substance abuse program, pay a $2,000 fine, and complete 200 hours of community service.
